Binance founder urges Kyrgyzstan not to tighten crypto market regulation
Binance founder Changpeng Zhao believes Kyrgyzstan should maintain the pace of development of its virtual asset market and create clear conditions for businesses. Zhao is taking part in a meeting of the National Council for the Development of Virtual Assets and Blockchain Technologies in Issyk-Kul region.
One of Kyrgyzstan’s main advantages is the political will and openness of the authorities to working with the emerging technology sector, the Binance founder said. He noted that the country is gradually developing a regulatory framework covering licensing, stablecoins and the tokenization of real-world assets.

He warned that excessively strict or unclear rules could prompt innovative companies to move to other jurisdictions. In his view, regulations should therefore be transparent, clear and technology-neutral.
Zhao also highlighted the need to train specialists for the sector, including developers, lawyers, cybersecurity experts and financial analysts. He said he was ready to support educational programs aimed at improving financial and technological literacy in Kyrgyzstan.
In May 2025, Changpeng Zhao was appointed a public adviser to the president of Kyrgyzstan. At the time, President Sadyr Japarov met with him in Cholpon-Ata. The parties discussed the development of virtual assets and blockchain technologies, cybersecurity and the launch of the digital som. Japarov presented Zhao with an official certificate confirming his appointment as a public adviser on digital asset development.
In May 2026, presidential press secretary Askat Alagozov said Zhao remained the only public adviser to the head of state.
